Hongkong, 5th July, 1901.
In continuation of my despatch No 205 of 4th June, 1901,
I have the honour to forward copies of correspondence mentioned
in the margin, as the Whamoos Dock Company have approached me
with a complaint of the grave injury being done to them and to
the port of Hongkong by the delay in the proposed arrangement
for the purchase of the land necessary for the Dock Extension.
2. This question has been submitted by me in my despatch
No 151 of the 22nd April last, and it emphasises the necessity
of determining the position as regards lands held by the
Military for defence purposes. If these lands are no longer
necessary for defence, and are required by the Colony, I submit
that beyond the exchange value as decided upon it is not
expedient that lands so re-transferred to the Colony should be
saddled with conditions that would make the land less valuable,
and practically impose upon the Colony an increased Military
Contribution to the extent of the reduced value of the land. I
cannot, for instance, see the justice of a claim such as that made by Major-General Gascoigne that expensive pumping Machinery
shall be erected by the Dock Company to pump water to the
